Outline of proposed Order
This order will require an amendment to Schedule 5 Field 12 of the Government of Wales Act to make provision to improve access to Automated Tele Machines in low income communities.

Policy Objectives of the Proposed Order
Numerous communities in Wales have little access to ATMs.
The purpose of this Order is to reduce the vulnerability of low income families to exclusion and debt by ensuring they have the best possible chance of having access to cash machines without facing charges they are unable to afford.
The costs of provision of free ATMS are prohibitive in some areas. The costs can be mitigated by de rating premises or parts of premises where the ATMS provided need to link to the areas concerned. Similar action has been taken in Scotland.

Policy Objectives of the Proposed Measure
The selling off of playing fields is said to have a negative impact on the communities around them, both in terms of health and well being and in terms of social inclusion. This measure would place a duty on local authorities to consider this impact before selling any playing fields

Well done Bethan, this is needed. My limited knowledge of the subject makes me believe there are schemes already committed to this. Indeed, i can remember the MP i used to work for promoting this, and mike german opened a cash machine in my village.

Bethan, can you explain what happens now, and when we might see something happen? I'm a bit dense when it comes to Assembly procedure!

What is needed is to give people choice yes free atms thats down to the banks, keep post offices open with the facilities they used to offer before labour took them away,and encourage credit unions. Why not an incluisve financial package for each community.
This LCO went into a ballot on the 12th of December. Here is the info that I received.
'The Presiding Officer yesterday announced that he will, on 12 December, hold two ballots to enable Members to submit proposals for legislation. The ballots will be held simultaneously: one for Legislative Competence Orders (LCO), under Standing Order 22.47; and one for Measures, under Standing Order 23.99. It is the Presiding Officer’s intention to continue holding the Ballots at regular intervals, and on this basis he has agreed provisional dates for future Ballots as 20 February; 16 April and 11 June.
I attach a note for Members outlining the ballot procedures for both LCOs and Measures. In particular, I would like to draw Members’ attention to the following paragraph in the note:
“All pre-ballot information tabled will be published in a ‘live list’ by Table Office. Members may only enter one proposal to that list but may revise or replace their proposal at any time between ballots. The proposals contained in the published list will automatically be entered into each ballot, unless Members advise Table Office otherwise.”
